Chairman of the Council:

represents the Council in relations with other state bodies, bodies of territorial public self-government, enterprises, organizations, institutions, associations and citizens;

nominates a candidate for the post of deputy chairman of the Council at a session of the Council;

heads the Presidium of the Council;

reports to the Council on the state of affairs in the territory under the jurisdiction of the Council and on other issues within his purview, reports to the Council and citizenry, whenever required, on his activities, the activities of the Presidium of the Council, informs citizenry about the state of affairs in the territory subordinate to the Council;

sends draft decisions of the Council to the relevant standing committees for review, gives instructions to the chairmen of the standing committees;

convenes sessions of the Council, organizes work ahead of sessions of the Council and meetings of the Presidium, conducts these meetings, ensures control over the implementation of decisions taken;

submits for consideration of the Council proposals to cancel, in case of non-compliance with the legislation of the Republic of Belarus, executive orders of the chairman of the executive committee, decisions of the executive committee;

signs decisions and minutes of meetings of the Council, its presidium, issues executive orders within his purview;

ensures the consideration of citizens' petitions and appeals submitted to the Council;

accepts for consideration the requests addressed to him and gives an answer to them in the manner and within the time limits established by the legislation of the Republic of Belarus;

manages the Council Office;

performs, when the Presidium is not selected, other functions in the Council assigned to the terms of reference of the Presidium;

resolves other issues in accordance with the legislation of the Republic of Belarus, including decisions of the Council.
