Self-governmence
The Baranovichi District Council of Deputies is a representative government body in Baranovichi District and the key link in the local system of self-governmence.
The Council carries out its activities in line with the Constitution of the Republic of Belarus, the Law of the Republic of Belarus “On Local Governance and Self-Governance in the Republic of Belarus” and the Law of the Republic of Belarus “On the Status of the Deputy of the Local Council of Deputies” and other legislative acts, including international treaties of the Republic of Belarus.
The Council is accountable in its activities to Belarusian citizens.
The Council is elected by citizens of Baranovichi District on the basis of universal, free, equal and direct suffrage by secret ballot for a four-year term in accordance with the procedure prescribed by the Electoral Code of the Republic of Belarus.
The Council’s powers begin on the day of the opening of its first session after the elections and continue until the opening of the first session of the Council of a new convocation, except for the cases stipulated by Article 24 of the Law of the Republic of Belarus “On Local Governance and Self-Governance in the Republic of Belarus”.
In its activities related to issues of local importance, the Council proceeds from the national interests and interests of citizens, participates in the discussion of issues of national importance affecting the interests of the residents of Baranovichi District, submits its proposals to the relevant government bodies and other organizations, implements the decisions of the higher government bodies.
The Council carries out its activities in the form of sessions and through the activities of the bodies of the Council, including the deputies of the Council that have powers among other things to set up deputies’ groups and other deputies’ associations.
The Council organizes its work on the basis of the rules of procedure approved by the Council, which determines the procedure for preparing, introducing and considering issues at the sessions of the Council and meetings of its bodies, voting on the decisions taken, operating the Council’s commissions, hearing reports on their work, considering requests of the Council’s deputies and other issues related to the functioning of the Council and its bodies, and which also prescribes the penalties for the Council’s deputies’ failure to participate in its work without valid reasons.
The Council carries out activities to improve the work with people’s and legal entities’ petitions and appeals, including the introduction of the “one-stop shop” application principle in the activities of government bodies and other state organizations, and also the supervision of such activities within its territory.
In order to improve the work with people’s and legal entities’ appeals, the Council, within its competence in the manner prescribed by law:
considers the appeals of citizens, including individual entrepreneurs, and legal entities, including on-site visits, keeps a book of comments and suggestions;
takes necessary measures for full, objective, comprehensive and timely consideration of petitions and appeals of citizens and legal entities within the respective area, including supervision of timely and qualitative resolution of issues mentioned in people’s and legal entities’ appeals by government bodies and other state organizations;
holds public office hours for citizens, including individual entrepreneurs, and representatives of legal entities;
carries out administrative procedures, introduces measures to simplify them, including by reducing the number of documents required for their implementation, as well as processing terms for such procedures, sending proposals to the relevant government bodies and other organizations.
The Council within its terms of reference in the manner prescribed by law, takes measures to ensure the social protection of citizens within its territory.
The Council comprises the presidium, permanent and temporary commissions.
The Council conducts its work in accordance with the following basic principles:
legality;
social justice;
protection of the rights and legitimate interests of citizens;
combination of national and local interests, participation of local government and self-government bodies in addressing issues affecting the rights and legitimate interests of citizens;
unity and integrity of the system of local governance and self-governance;
interaction between the local governance and self-governance bodies;
distribution of powers of local governance and self-governance bodies;
election of local governance bodies and their accountability to citizens;
transparency and consideration of public opinion, and keeping citizens continuously informed of the decisions made on critical issues of local importance;
responsibility of local governance and self-governance bodies for the legality and validity of the decisions made.
