Roman Borisovich Zhuk was born on March 31, 1981 in the village of Nagornaya, Baranovichi district, Brest region.

In 2003, he graduated from the Grodno State Agrarian University with a degree in agronomy, in 2005 from the State Institute of Management of the Agro-Industrial Complex with a degree in management in the Agro–industrial complex, and in 2016 from the Academy of Management under the President of the Republic of Belarus with a degree in management of the agro-industrial complex.

From 2003 to 2007, he worked as an agronomist, chief agronomist of the agricultural production department of the republican unitary enterprise Brestoblgaz in the Ivatsevichi district.

From 2007 to 2011, he was chairman of the Uzdensky Agricultural production cooperative, and from 2011 to 2017, Director of Uzdensky OJSC in the Minsk region.

From 2017 to 2018 – Deputy Chairman, Head of the Department of Agriculture and Food of the Ivatsevichi District Executive Committee.

From 2018 to 2022, he was the First Deputy Chairman and Head of the Department of Agriculture and Food of the Ivatsevichi District Executive Committee.

From 2022 to 2024 – Chairman of the Maloritskiy district Executive Committee.

Since June 2024 – Chairman of the Baranovichi district Executive Committee.

Manages the activities of the district executive committee.

Distributes responsibilities between the first deputy chairman of the district executive committee, the head of the Department of Agriculture and Food, the deputy chairmen of the district executive committee and the managing director of the district executive committee, coordinates their activities.

Makes personnel decisions.

Leads the questions:- socio-economic development of the district;- implementation of the state personnel policy;- the exercise of their powers in the system of local government and self–government bodies by rural executive committees (hereinafter referred to as the village executive committee);- protection of state secrets;- mobilization training of the economy;- prevention and liquidation of emergency situations;- Territorial and civil defense;- Ensuring the rule of law and public safety;- coordination of activities on the territory of the administrative, law enforcement and regulatory authorities in the district;- the Anti-corruption Commission of the Baranovichi District Executive Committee;- commissions for assigning classes to civil servants of the district executive committee, village executive committees;- the commission for the certification of civil servants of the district executive committee, its structural divisions, employees of village executive committees, heads of enterprises, institutions and organizations of the district;- the District Council for Demographic Security;- the Regional Coordinating Council for the protection of historical and cultural heritage.

Ensures the interaction of the district executive committee with:- Baranovichi District Council of Deputies;- Baranovichi interdistrict Prosecutor's Office of the Brest region; by the court of the Baranovichi district and the city of Baranovichi;- Baranovichi Interdistrict Department of the Department of the State Security Committee of the Republic of Belarus for the Brest region;- Baranovichi Interdistrict State Control Committee of the Republic of Belarus for the Brest region;- Baranovichi interdistrict Department of the Department of the Investigative Committee of the Republic of Belarus for the Brest region;- military commissariat of Baranovichi, Baranovichi and Lyakhovichi districts;- Baranovichi City and District Department of Emergency Situations;- the center of banking services No. 127 of the Belarusbank Open Joint Stock Company in Baranovichi;- cash settlement center No. 30 in Baranovichi of the branch of the open joint stock company "Belagroprombank" of the Brest regional Administration.
